Registration area for Penn

Could anyone please tell me where the registration district would be for Penn in 1845?
I have found only one birth for the person I want and that is Shifnal.I wonder if that could be it?

it should be Wolverhampton  :-\ Unless there's another Penn besides Upper Penn and Lower Penn  ???
