Provided I found the right Amelia Palmer, it looks as though she wasn't heading to Canada, but instead to Saginaw Michigan U.S.A.

If you look at the top left of the page, you will see that these passengers are headed to the U.S.

Thank you for confirming that ,I thought it may be Saginaw but I would have thought she would go there via New York Ellis Island,or was that the way then I wonder?I have searched for a couple of years for her and a chance remark led me to Canada and bingo ,hopefully it is the right Amelia .
Many thanks  Tsumi :) :)

Hi Tsumi,

The distance from Montreal, Quebec to Saginaw, Michigan in todays driving time is 622.4 miles or 10 1/2 hours

New York, New York to Saginaw, Michigan in todays driving time 727.9 miles or 12 1/2 hours

Just some trivia knowledge I though I'd post  ;D

Thanks very much for all the comments . So she may have gone thro Canada because it was nearer to her destination ,I suppose Ellis Island was a very busy place and she may have been advised to go in an alternate direction.
 Cheers Tsumi

Here is one explanation as to why they travelled to Canada and then the U.S.

http://www.archives.gov/publications/prologue/2000/fall/us-canada-immigration-records-1.html

As there were other ports of entry to the U.S. as well as Ellis Island, I don't believe their reasoning would have had anything to do with how busy a port was, as I am sure they would all be quite busy. It was either because they wanted to avoid U.S. inspectors, or more likely because of advertising of shipping lines. I am sure that like today, sale prices were offered at different times for various liners. That would also explain why some Canadian Immigrants entered through the U.S., and not Canada.

Examples of advertising;
