If I understand correctly William Peers was from Liverpool (ie Lancashire), but at the time of his death wills were proved in church courts and at that time it would have been under Chester (ie Cheshire).
The records of wills proved at Chester have been split subsequently and are now held at the relevant county office, hence this one is not one the online Cheshire Wills site. GENUKI has an article that explains this better at

I suspect from this the will would be at Lancashire Records Office at Preston (there's a link to their site on the GENUKI site. There's also some information on the Liverpool Record Office site

I have one I am sure that it exists (there is a death duty index entry) for 1838, however it is neither at Lancs RO nor online on the Cheshire site
I am wondering if it could be at the Borthwick Institute if if came under the PCY
