Why does this board have no reply buttons?

I am sure that it used to but on my computer, there are no reply buttons on the For sale/wanted boards any more. Is this intentional? Or is it a quirk of my new Vista system?

I queried subject locking in July last year and received the following reply:
"The moderators along with Trystan have discussed the way that the for sale board should be organised, and it was decided that all posts would be locked automatically.
               It isn't a board that was ever intended for discussions, just the placing of adds."
