Overseer's Rates and Land Tax c. 1800

Can anyone tell me how it was decided how much Land Tax and what proportion of the overseer's accounts our ancestors should pay? Was is based on the amount of land they farmed or income or some other criteria?

I'd be very grateful for any advice.
