You can order certificates online, you will need the GRO references. I have had a quick look but not yet been successful. You could search here for free

The fathers name may be on the certificate but if Sarah was unmarried his name could be missing

This is from one of Ricks postings (1 June 2005) which you may find helpful.

Herts Parish Records.

Herts Archives and Library Service (HALS)
http://www.hertsdirect.org/libsleisure/heritage1/HALS/
Holds all surviving parish records for Hertfordshire.  HALS does not offer these for sale on microfiche, only microfilm, so very few people own them.  A lot of parishes have been indexed by HALS and all Herts marriages up to 1837 have been indexed. (Allen Index)  This has been computerised and extended by Brian Gravestock and some marriages after 1837 have also been indexed.

HALS offers a very generous research service, whereby they will undertake simple queries taking less than half an hour for £5.

He is with a family of Norris' on the 1841 census, still in Watford - the record is on Ancestry but you need to see the image to determine whether the other males could be his father.  The closest in age to his mother Sarah is a David aged 23 - Sarah was 26.

Hi

I have now been able to get to a computer that I can load the viewer onto and can confirm that from the 1851 census Luke is shown as the grandson.  Thomas and Ann were parents with their children David and Sarah and then gransdon Luke.

Looks like his birth certificate might show a blank against father
