could some-one please tell me what this actually means
I found this entry on national archives scotland
decrees decralator of marriage (poor) Dinah Symington Kennaway v Helen Kennaway Givens  and others  September 1928
why would Dinah be taking Helen to court

I think you'll find it should be declarator, not decralator.
The Declarator of Decrees of marriage is the official that decrees a marriage to be legal.  I think usually it is used in relation to irregular marriages (common law marriage under Scots Law).
Not too up on the law but it is something like this.
