Born in Not, Kewon

Folks,

I've been searching through the 1891 census index (for the millionth time) looking for my great-grandfather (still to no avail). 

One of the entries (not him), lists a person's birthplace as "Not, Kewon".  Looking at the image, I'm pretty sure it says "Not Known".

I'm sure this has been mentioned many times but, if you can't find someone in the census and you know s/he has to be there, leave as many boxes blank as possible.  I always start very specific and, if I don't find the person, start clearing out criteria, one at a time.

Unfortunately, I still have several people that I can't find in various years!
