List of passengers arriving UK in 1851/2?

Not quite sure if this is the right place to post  - please let me know if not.

I wonder if anyone can tell me how I can check when a British citizen returned to the UK from the USA. Do lists exist in the same way as they do in America of everyone on board a ship and how do I access them?

In case anyone has access and wishes to help -

Shackleton Hanson left England in 1849 and sailed to Philadelphia. He was back in England in April 1852 when he married in Blackburn. In May 1852 he moved back to the USA with his new wife.

I can't find Shackleton on the 1851 census and suspect he may still be in USA - how can I check?
