hi there, do you know when David m. Elizabeth?

if the eldest child was 13 then there is a chance that David & lizabeth m. 14 years prior to 1851 i.e 1837 hoepfully in Q4 when civil registration began, and then you would be able to purchase a copy of the wedding cert which will give you fathers name.

prior to this it was not necessary to record fatehrs names when getting married just the bride, groom & witnesses.

looks like you need to find the parish records then, where was David born? did it tell you that on the 1851 census? to possibly find his baptisim / christening date.
firstly i think you need to find his marriage and work back form there.

It says Newport, Mon.

Toni is right, if you get a birth certificate for one of the children it will tell you the mother's maiden name.  Without this you will have no idea which marriage you are searching for in either indexes or parish records

you can find his marriage in the parish records.
although it won't tell you fathers names unless he was a witness. hoepfully it will tell you his exact age other than oover 21/ of full age or 25 etc.
you can then work back from this and look for his christeneing in the parish records, this should tell you his parents names, or at least the people who had him christened which was usually the parents.

do you have Elizabeths maiden name? this should be listed on on of the younger childrens birth cert.

Sometimes you get lucky and find a brother or sister witnessed the marriage, which is why one step at a time is best rather than guessing at an age and looking for a baptism, not easy in a whole County.

The 1841 census might help
Rookrey, St Woollos, Monmouthshire
All born in County
David Fox 31 Mason
Elizabeth 25
Benjamin 5
Maria 4
Roseanna 2

Two dwellings away was this family, you may want to keep them on file in case they are connected
Isaac Fox 74 Labourer No
Ann 75 No
Isaac 33 Labourer Yes
Charles Symons 15 Labourer Yes
