Can something be done with grandad?

Hiya all

My photo restoration skills are a bit naff so can anyone help me out with this one?

I think it might be my grandad aged about 15 but the quality is so poor I cant be sure

I had a try , not very good though , maybe somebody with better filters might be able to do something with it.
