Country of origin Ireland - UK census- completed

Just wondering if any of you could shed some light on why so many UK census returns for people who came from Ireland simply had "Ireland" and no mention of a county/town?

Would it be something done by the ennumerator or would the families be trying to conceal their origins?  Or something totally different/

Would like to understand this a bit more.

The instructions at the head of the column on the householders' schedule state "If born in Scotland, Ireland, the British Colonies, or the East Indies, state the Country".  See the following example from 1861: http://www.histpop.org/ohpr/servlet/PageBrowser?path=Browse/TNA%20Census%20-%20Other%20(by%20date)&active=yes&mno=3110&tocstate=expandnew&tocseq=100&display=sections&display=tables&display=pagetitles&pageseq=first-nonblank
