I think this has been scanned in black and white. Could you ask for it to be re-scanned in greyscale or there will be no detail. While they are re-scanning they need to scan at at least 300dpi, this is at 96, 600 would be better.

Looks like a photocopy. Can you rescan in colour mode at highest possible resolution
i.e dpi of at least 300 or higher.
(See Cazza's tutorial on Photo board).

Don't know anything about photo restoration - I leave that to the experts on this board; but just a question - what is a sapper in the army?

The army had my Dad down as a sapper and everyone I asked didn't know what he did.   Now I have an idea, so thanks very much.
