OBE OR MBE?

my g grandfather recieved an OBE in 1948, i have the certificate and medal and have found him in the London Gazette fot that year.  However on several other documents (correspondance from NAFFI, his obituary and a couple of others) he is Sidney Tompkins MBE.

Consequently i am a little confused.  Could he have subsequently recieved an MBE?  or is this a mistake?  i am sure if he had an MBE too i would have the medal.  Any ideas?  Where can i find lists of those awarded?
