Some of the Foleys from Dungarvan listed on Griffith's Valuation extracts on John Hayes failteromhat.com/griffiths.php website may be your ancestors. The Waterford Valuation took place between 1848-51.

The Waterford Heritage Genealogy Centre website has a list which shows tha Baptism records at Dungarvan (Co. Waterford) began in 1787 and Marriage records started in 1829.
