Identification of Naval uniform please

Can anyone identify the uniform being worn by the Naval chap in the photo please?  I am not sure when it was taken but it could have been at the time of WW1.
Grateful for any help.

Well...straw hats went out of use in he Navy before WW1, and I think that this chap would be well too old for WW1

The bonnet that the old girl is wearing looks suspiciously like the one peculiar to the Grand Junction (Union) Canal...

Could we see the original pse??

The badge as it stands really doesnt look like anything Naval...
