certified industrial school

I was wondering if anyone can tell me just what the County of Lancaster Certified Industrial School was.  I thought it might have been a home for wayward children, or is it a poor house.

I found a relative Albert LORD as an inmate 15 years old, schoolboy from Bacup living there.  There were about 200 children in the school.  A lot of them had some trade of job against their name. 

Is there any way to find out why the boy was there.  I think his parents could have died about then.  Would appreciate any help

If you can track down the records( Ask Lancashire County Record Office at Preston ?),they will show why he was admitted,his age,maybe his physical appearance and where he went after he left at 16.
I've looked at the Manchester Industrial School >my grandma was sent there for non attendance at school.Others were found begging in London and sent off to Manchester.The place didn't seem too bad you were fed and trained.
