I located a Thomas [Hays], aged 9, b. Wookey, Som, on the 1881.  I know he had a brother named William, aged 21, on the 1901 and Hannah and Albert are family names so it looks promising but.........

Or look for him in Wales, he does not seem to pop up in England, even under Hay*
