A rigger may perform the following tasks:

    * examine objects to be moved, estimate their size, shape and weight and decide on the type of equipment necessary
    * erect a temporary jib or derrick if required, and install cables, pulleys and other tackle
    * choose or make slinging equipment and attach it to the load
        * splice ropes and cables to make slings and tackle
    * erect structural supports for buildings under construction
    * erect  panels used on facades of buildings
    * inspect, maintain and repair equipment

Modern Term

Riggers set up and repair rigging gear to lift and move machinery, equipment, or materials in manufacturing plants, in shipyards, and on construction projects. In the entertainment industry, Riggers set up scenery and other equipment in motion picture and theatrical productions and set up displays and booths in exhibitions and trade shows.

I think you can see how the modern term evolved. Riggers also construct the towers upon which mobile phone transmitters (and other wireless applications) are situated. Perhaps your ancestor was working in a dock and constructing the lifting gear to unload cargoes?

Or, being in Southampton, he could have been a a ships rigger in a shipyard rigging sailing ships.
