Could she have been named after her grandmother? There's a birth registration
Agnes Templeton march qtr 1875 Neath vol 11a pg 664
and I can't see a suitable match for this Agnes in 1881. There is a death in Merthyr Tydfil of an Agnes aged 0 in 1877, but this looks to be another family of Templetons.
If not, have you tried the registrar in Neath in case the details didn't get to the GRO?
