Just a suggestion but the William with her at Granddads may be a cousin not her brother. That would make all those other people her Uncle and cousins. If this were my family I would write to West Bromwich Register Office and ask for a copy of her birth cert to positively identify her parents. She may have put Grandfather's name on cert because he brought her up. Just a thought. They cost £7,usually
