Please remove the extra arms!

Hi, Could this picture of my grandfather (he's the one on the right) be cleaned up please?  There are some scribbles to be removed, and there are a couple of extra arms showing at the bottom.

Also, would anyone have an idea how old he might be here - they are both wearing much the same outfits, I wondered if it might be some kind of uniform.

He died when he was 30 years old, and this is the only known photo of him.

The cut of the jackets are identical also the chap sitting has a stripe down the trouser leg,hotel porters perhaps.He looks to be about 18.
