there is lot of info about Clare on the website for the county library at http://www.clarelibrary.ie/ (see under the Genealogy link) including Census returns, Griffiths and various directories. I didnt see BMD info - but you may be able to locate other useful details.

Civil registration of births began 1864 so there will be no birth certificate. To find church records (if they exist) you usually need to know where the family lived (parish if not actual townlan) but maybe the above link from Shane will help.

Have you any idea of which of Co Clare Annie might have been born in?   Secondly, do you know her religion?

My gg grandmother was a Powell from Co Clare, but was born before your Annie.  However, I have some Powell information.   If you can give answers to either - or preferably both - of the questions above, I may be able to assist.
