After months and months of searching, with the help of Josephine, I think I have finally found the elusive Arthur Herbert/Chester Brown and his wife Agnes Mabel.    It still does not answer the question as to why they fostered out my father in law Arthur Baron Brown in 1903.  I also found my father in law on the 1911 in Leeds with his Higham foster parents.   Surely I have found him!
