Wardens were not part of the Forces but they were created to carry out civil duties in their own local areas.
Try "Googling" Air Raid Wardens and a number of links should give you some idea.
Anyone not in the Forces could be co-opted or join. my OH was a message boy in Middx whilst his Dad was a Warden. A friend lost both her father and 16yrs old brother as they were fighting incendary bomb fires in their street.
if there are any records, then it would be likely that they would be at the Imperial War Museum,or they might know if any remain
