So it looks like your Ann possibly did marry Mr Head albeit out of Sussex. Getting married in Portsea - perhaps he was a seaman?
The Ann Climpson who married George Inskip is definitely the one you found  in the 1851 census - the Sarah Climpson she is living with is the widow of Charles Climpson (son of William Climpson and Ann Howell) and the Winifred is her step- daughter - the daughter of Charles and his first wife Mary Brook.
I would assume that Ann Climpson Inskip is related to Charles - possibly a sister as she is the same age as Sarah so they are contemporaries. Interesting to note that Sarah lived to be 101 years old - pretty good longevity for someone on parish relief!

There is another Climpson/Head connection - Orpha (Orpah) Climpson was a granddaughter of Charles and Sarah - you can see her living with them in the 1841 census along with two other young girls which I would presume are her sisters. Orpha was the illegitimate daughter of their daughter Mary. She later married a man called William Head who came from Newhaven, Sussex.
