Worthen 1861 Census THOMAS

Seeking Sampson THOMAS b. 1831 and wife Ann REYNOLDS in the 1861 census.  Not sure if Pennerley, Worthen falls in Montgomeryshire or Shropshire in the 1861 census.  Any help would be greatly appreciated!

no sign of a Sampson Thomas in Montgomery in 1861
