Above the third letter is that a dot making it look like an "i" or is it a rough bit on the medals' surface?

Moels? - there is a Moles on the roll.

Is there no possibility of working back towards a name like that?

The  link between the second letter and the third is rather high up for it to be forming an "e" I'd think.
