Dock Union reps & The Eastern Post

Can anyone please help me regarding dock union representatives in Stepney, Saint Georges in the East from about 1895 onwards?  Were lists kept and are they available online?

Also with a court case: “Queen's Bench Division. Re. The Parliamentary Election For The St. George's Division Of The (London) Borough Of The Tower Hamlets, Benn v. Marks”.  A report in The Times dated 14 March 1896 refers to an earlier report in the Eastern Post of July 13 1895 (an East End newspaper, AKA The Eastern Post & City Chronicle?) but unfortunately no such report could be found.

In both cases I am looking for a Thomas Chattaway and seeking to identify him/them.
Details:
Thomas Benjamin Chattaway, born 1/12/1872.  In 1895/6 I believe, living at No. 18 Cornwall Street, St. Georges in the East.  Is the Thomas Chattaway mentioned in The Times the same person?
