Coastguard Records?

Hello

I'm trying to find out more about my ancestor Richard Henry Mercer who was a coastguard. I came across an article in which it stated he died in 1899 at Kilikee(?) Co.Clare Coastguard station. He was born in 1860 in Devon and married Esther Bryde in 1888 in Tranmere. After his death his wife and children moved to Scotland. Unfortuantely I can't seem to locate any death certificate for him. Any ideas where I can find Coastguard records?
