Opa needs a cleanup

Hi all,

This is my dear opa (grandfather). I think this photo was for a driverslicence or a passport (look at the stamp right lower corner).
Can anyone please cleanup this photo?

A pitty he wasn't allowed to smile. He was such a lovely man.
