Do you have the censuses?  He seems to be landlord of the Cornish Arms in 1851 as you say.

He was living at Bull Hill Bideford from the 1841 to the 1901 census

Googling produces quite a few references to the family.

One of the Sutton Publishing Photobooks has photos of a George GIDDY macebearer in 1906

Might be worth asking the library to borrow a copy if you think he's a relative?  There are GIDDYs mentioned with other first names too!
