Full Civil registration started in Ireland in 1864, so you will need to research church records to find details on James. To do this you will need to know the family religion and where they lived - i.e. parish, town, or townland.

see :      2 Minute Introduction to Irish Records

unfortunately no complete County Wexford church records are available anywhere online that I know of at the moment.

I wonder if 'kilmokea' could be a mishearing of Kilmore Quay ?

I had a look at Ryan's Irish Records and see a Civil Parish in Wexford named Kilmokea. It is shown as being part of the RC parish of Suttons (Horewood). The records for this parish go back to the 1820s and are available in the National Library on microfilm Pos. 4261. See the following  page on the Irish Times website for full details of the available dates : Suttons, RC Parish, Wexford

towns included in this Catholic parish include : Arthurstown, Ballyhack, Dunganstown, Dunbrody,  Duncannon, Ramsgrange, Saltmills etc
