Seeking Information on Military Prisoners 1871

I was working on part of my extended tree - tracking them through Censuses when in the 1871 census I came across:

The census return for: Millbank Prison, Westminster (ref: Class: RG10; Piece: 125; Folio: 86; Page: 13)   

The person I am interested is

 John CLEAVER - Military Prisoner - Unmarried -  Age: 20 (i.e. born: 1851) - Soldier - Birthplace: Barton, Oxfordshire.

Since all the others on the surrounding pages are also Military Prisoner's was this a special section of Millbank Prison?  There appear to be two enumeration districts covering it and the other one seems to contain standard Convicts.

My question is what sort of records are likely to exist as to why he and his follow inmates are in prison?   

In 1874 he is out, since he gets married and then in future censuses he is a Shepherd.

Looking forward to seeing what people's thoughts are.

The army records of a John Cleaver are on Findmypast. No details of date or place of birth are given so it will be a gamble. If they are not the correct person you are unlikely to find him in army records without his regiment.
