Ah! Probably not someone in the registrar's department, then. I expect if you'd got hold of someone there you'd have had a more helpful response.
I'd be inclined to order the cert Geoff suggested direct from the local office anyway, with a covering letter giving the year and quarter, the last known occupation, and explaining the uncertainty re the surname. At least then if the bloke turns out to be a surgeon or a stonemason or something else wildly out, they won't charge you for a wrong cert.
