As an example about USD/RSD

Think of todays large cities such as London.

I live in London, but about 10 streets away someone would be considered to live in Greater London, in London the difference is such that you live in London if you have a regular London Postcode, but Greater London if you have a postcode for say an area which used to be outside of London such as Bexley or Bexley Heath, they used to be in Kent and as such have Kent postcodes but due to boundary changes and the Urban Sprawl they are now in Greater London

Hope this helps and does not confuse the issue much.  Do not get yourself too tied up over the UDS or RDS assigns, as said before it is only part of the address.

Sell (Herts/Essex/W. London)

Phew, just got back from hospital with daughter !!!  The certificate says Reg district LLANELLY , birth in the sub district of Llanelly in the county of Carmarthen.  Still doesn't explain where Powell Place, Seaside  is / was. Does anyone know of a map I can look at online for around 1892 which shows streets?

Seaside is an area of Llanelli - see here for the modern area with some links to local history http://www.seasideassociation.org.uk/

Looking at 1881 census (which has an index to street names), Powell Place seems to be near/on Station Road, with Railway Tavern next to it.  Station Road and the Railway TAvern both seem to still exist.

The Railway Hotel, 3 Station Road, Llanelly was enumerated in 1891 at RG12/4494/51/2. (Can't see Powell Place, unfortunately).

Hiya live in Llanelli and never heard of Powell Place so dont think its still here ?.Seaside is where the beach and old docks are my Grandparents lived in Cambrian St Seaside. However the areas might have been different then because Station Road isnt in Seaside and neither is the pub The Railway its in the New Dock area.
