Not wishing to be a nuisance but I wonder if you can see if the name William Edward Armstrong appears on the list of RIC constables. He is on the 1911 census as a constable but it may have been in the Belfast Harbour Police.
Do you know any sources I might follow up if it was BHP? He may have been an A Special after his WW1 service, after1915.
