You can order Civil certs from the GRO using detail from the Civil BMD Index. Their office is in Roscommon. You can also collect cert in the GRO research room in Dublin. See :

is this the Allen / Farrell marriage mentioned earlier ?
That marriage is in the registration district of Edendery, which covers a large area, and includes townlands in counties Offaly, Meath and Kildare in addition to Edenderry town.
