Chatham Settlement Certificates

Hi to all
I am trying to marry 2 Polley/Polly families from initially Southminster in Essex to Chatham Kent around the 1795-1799 period.
These 2 families have same Christian names throughout both lines and also same occupations as Gardners as were some of the early Australian Polley families,
Are there settlement certificates for this period?

If they survive they will be at the relevant county archives.

Smoothy, Willsher in Coggeshall & Chelmsford, Essex
