Hi again, I searched for Blanchard/Long marriage in Hertfordshire, and could not locate one so tried for a date near to Rolands birthish, when checking the 1911 index only, this couple were in Bushey(Watford) iWilliam Blanchard and Jessie Blanchard.
Marriage William Blanchard to Jessie Long March 1909 Mile End 1c 439
If you have the means to view the full 1911, check it out, or buy a few credits and you could have his parents, but now you know the birth/marriage, buying the cert/s will confirm!

On that marriage cert his father is a licensed victualler Ernest Daniel Blanchard

In 1901 Bushey census there is The Swan Tavern Park Road

Daniel Blanchard 62 Beerseller Greengrocer born Handley Dorset
Jane 62 ditto

Daniel Blanchard in the Swan Tavern around 1901
and
William Blanchard in The Swan Tavern 1912 thru 1922
