There is no 1861/71 entry with that profile

Do you have a copy of his marriage cert showing his fathers name and occupation

There is a birth entry on freebmd in 1856 in the Medway RD which included Chatham

Perhaps this explains the spelling - did you check freebmd for the marriage?

You will find the marriage on the IGI pilot site - with fathers names

https://beta.familysearch.org/

Where did you get his birthplace from?

this looks like the Charles "Welch" from 1861 - entered as "Welsh" this time

Danns Alley high St Kent
Edward Duggains? Head M 65 shoemaker Cork Ireland
mary wife 62 N America US
Charles Welsh grandson 12 Chatham Kent
Ellen Flinn Lodger 36 factory Ayrshire Scotland
RG10 904 101 8

Looks like every census has a different spelling of one  or another of this family
