Margaret Bell - Whitehaven Look Up

Hi
I hope someone can help me out.

I have found my Maternal G/mother's (Florence May Bell) birth in 1900. on her B/Cert it states her mother was Margaret Bell living at 18 South Marsh Street Whitehaven. no fathers name is provided. Her occupation is marked as "Domestic Servant".
By the 1901 census Maragret is not there, but my G/mother is,  it looks like she was "adopted" by the Brown family on the same street, now I really would like to find out about Margaret, can any one look up information on the Electoral Records as i think this is my only hope.

Unfortunatley I have no idea how old she was at the time.

Just to clarify, South Marsh Street is WORKINGTON not Whitehaven according to the 1901 census for Florence  RG13/4885/94/5

I could/should have answered this earlier but didn't read it properly.  Until 1919, women did not have the vote so that wouldn't help.  :-\

yeah, i thought that.

But I would hope to see who was in the home at the time, I cannot see her having a baby in a house, alone, and then giving the child up in the 1901 census and disappearing.

I just need to see who lived there in 1900
