there are several births registered Atcham surname Evans mmn Pugh and some in consecutive quarters or the same quarter so there must be more than one family with that mixture of names. Full birth cert needed to be certain.

What occupation is given for John on Norman's marriage cert?

well, that's not going to make him any easier to identify on a census. Roll on the cert arriving. I hope the mother is Fanny Pugh as she's not hard to trace in census years.

1901 Fords Heath Cottages, Atcham, Shropshire RG13/2534 folio 28 pg 6
Thomas Pugh head mar 63 cattle man on farm b. Hox (?), Yockleton
Mary Ann wife 60 b. Buttley (?)
Fanny dau 18 general servant b. Allerbury
Mary Ellen grand dau 2 months b. Cross Houses, Berrington

1891 The Villa, Yockleton RG12/2105 folio 6 pg 5
Thomas Pugh head mar 56 ag lab b. Yockleton
Mary A wife 48 b. Allerbury
Charles H son 20 ag lab b. Allerbury
Lily E dau 17 general servant b. Allerbury
Ellen dau 13 b. Allerbury
Fanny dau 8 b. Allerbury

Fraid you'll need the marriage cert to trace John - it's too common a name to trace without age and father's name & occupation. You could try looking them up in the  1911 census to see if that helps to trace John.
