need help understanding this uniform and cap badge.

Although I am not sure this is an Armed Forces uniform - possibly Fire Service, you will probably get more help on the Armed Forces Board of this site, there are some real experts on that board.

Civilian chauffeur?  Where there would normally be a cap badge, there is what looks like a black cloth rosette, often worn by chauffeurs.

Perhaps H.M. Coastguard, certainly a Kings Crown on the top of the emblem, which I am having difficulty figuring out, are they faint letters CG ? or is it my imagination?

If there is an anchor then he would most likely be a Petty Officer or Chief Petty Officer, possibly RNR, its a pity we cant see his left upper arm he may have had one chevron with a trade badge above or  two chevrons with a trade badge above, PO and CPO respectively. He may have been in the Royal Naval Patrol Service, serving on Trawlers and small ships converted as Minesweepers.
