Since no one has come up with anything better, I suggest that he was what we would now call a consultant.  Huge amounts of timber were imported, so perhaps he advised importers, or advised construction companies.
Godden in East Sussex, mainly Hastings area.
Richards in Lea, Gloucestershire, then London.
Williamson in Leith, Vickers in Nottingham.
Webb in Bildeston and Colchester.
Wesbroom in Kirby le Soken.
Ellington in Harwich.
Park, Palmer, Segar and Peartree in Kersey.

At a more lowly level he may have advised on the best type of wood to use. I am no carpenter, but I needed to match a piece of wood a few years ago and went to a wood merchant. There was much debate between two employees, various woods were looked at, for colour and grain, some were rubbed with a wet thumb to see how thry would look when finished etc. I got the right bit and a lesson in how complex the whole trade can be.

Thankyou for your replies, this is a great help.

If anyone comes across a William Wellesley having any thing to do with timber, wood, or carrying a log,  i would be pleased to know.

   Thanks again june
