The only Eliza Waugh birth on freebmd was Northumberland and there is no 1841/51 entry for a Cumberland birthplace

thats what it says on the 1881 census born 1839 carlisle she is married then to thomas nevison born 1836 penrith

If these are her parents - Ireland is the likeliest birthplace for her given that she was b 1837-1839 and James was born 1842-43 Ireland
