The Kent Police museum gives a little history of the Kent Police Force
http://www.kent-police-museum.co.uk/core_pages/history.shtml and the research page there says that there are some records at the Centre for Kentish Studies at Maidstone but they are patchy.
It might be worth looking through the photos on the above site if you haven't done already too.
There is an Alfred HOLLANDS death registration September quarter 1926 Elham district age 77 ref. 2a 1142 - could this be him?
If so, Alfred HOLLANDS of 47 St Leonards Road, Hythe, Kent died 22 Aug 1926 with administration of effects going to Eliza HOLLANDS widow £493.
An obituary might be interesting. Folkestone library hold the local newspapers for the time. I'm not sure if the Hythe Reporter was still in production then but, if not, there are always the Folkestone newspapers of which there were several. They will do a lookup (up to 20 minutes) for free
http://www.kent.gov.uk/KCC.Libraries.Web.Sites.Public/LibraryDetails.aspx?aid=0&lid=32At that time some people were still being buried in Hythe and Saltwood churchyards otherwise the records for the local borough cemeteries are with Shepway District Council - the likely ones at that date if he was buried in a local council cemetery would be Spring Lane in Seabrook or Cheriton Road in Folkestone
http://www.shepway.gov.uk/content/view/2077/30/Eliza HOLLANDS widow of 47 St Leonard's Rd, Hythe died 12 Feb 1833. Probate to Arthur Harry HOLLANDS fruiterer £137
We'd be interested to hear how you get on.
