Can anyone clean up this image and tell me when it was taken please

I`d say about 1910 up to 1920 when fashions changed so drastically after WW1.
The hairstyles and soft collars of the girls are typical of the period.

I suggest 1920 or thereabouts.

And two of them appear to be wearing a rosette or a stylised daffodil symbol. Suggest St. David's day perhaps?

Not an easy task, I had the same errand with my grandparents 1896 wedding photo. I still have 4 people to identify.
