Help identifying chaps uniform

Hello,
The chap on the left is Henry Jones b.1886 in Tottenham, this photo was taken around 1915
I am trying to identify wether Henry was in the Merchant or Royal navy ( I am guessing he is wearing a sailors outfit) In the hope I can find out more about him and what he did in the services, with such a common name I am struggling to find out anything about him!

Yes! he was born on the 16 of Nov 1886,
I have downloaded the article (£3.50 seems quite reasonable)
Now I can start on some ship research, thank you.
I love the fact that it notes his tattoo -  a spray of flowers on his chest amongst others!
