Kent 1871 census

I have found 2 William Roberts on the 1871 Census both at Medway, Gillingham, Kent.
1) lists William 23 rd Reg. listing is with his battalion
2) lists William 23rd Reg Harpist. with wife and children. the wife name is correct but this is the first I have found of the listed children. I have only found these children on this census
both list William from Caernarvon Wales.
I know William was a harpist with the 23rd Reg.

Would the Regiment just give a name of soldiers that were stationed there without them being physically present?
any help suggestions appreciated!

Over time I have found several instances of a person being listed in two places at once; sometimes when away at school or when visiting. Not specifically when in the military, but it is not uncommon.

JOYNER - Dorset
POWELL - Worcs.
LEACH - Pembs
CHATFIELD - Sussex
WESTON - Wapping/Walthamstow
NICHOLLS - Queenhithe, London
